Following signing of the EU Constitution, Javier Solana outlines new prospects for EU foreign policy action.
Global Player:, European Union possesses a full range of economic, legal, diplomatic, military tools allowing it to “act effectively and decisively on the global stage.” Thus, EU should be capable of making contributions that match its potential. (25 member sates, 450 million people, ¼ of the world GNP). A key perquisite is pooling of resources and working in concert among member-states.
Achievements: EU is taking more operational challenges in the Balkans, Africa, southern Caucasus. A common EU stance has been developed on the issue of WMD proliferation.
Partnerships: EU is willing to work with US and other partners in tackling global contemporary problems based on principles of multilaterism.
Streamlining FP Making Machinery: The united post of EU foreign minister will put the EU political and economic and diplomatic action under unified organizational umbrella and make EU foreign policy making more coherent and consistent. Foreign partners will have one main interlocutor. The creation of EU External Action Service will place formulation and implementation of the full range of EU foreign policy relations under one roof, bringing EU diplomatic staff from different institutions together.
